Writing it up

Who reads it

A report narrative is read by people with no access to your institution's systems: analysts at the financial intelligence unit, and potentially law enforcement or prosecutors months later. A closure rationale is read by quality assurance reviewers, auditors, and regulators. Both must be understandable on their own.

Write so that a reader unfamiliar with the case can understand what happened, why it matters, and how you know, without referring to any other document.
